Leveraging Funds under CBDRR Project - Wayanad
The first phase of Tata Community Initiative Trust (TCIT) disaster preparedness training programme, in which participants from 26 Panchayats and Municipalities were trained on Understanding Risks and need to take effective actions in 26 separate training sessions. During the trainings, one of the sessions oriented them on the effective utilization of various disaster management funds, including the State Disaster Response Fund (SDRF), State Disaster Mitigation Fund (SDMF), and other local self-government resources available at the Panchayath level. The sessions emphasized how these funds can be strategically used to strengthen local disaster preparedness and response mechanisms.
The impact of this training became evident in Padinjarathara Grama Panchayath. On the third day following the training, the Panchayath took a proactive decision to utilize its disaster response fund for strengthening its Emergency Response Team (ERT). Using the allocated funds, the Panchayath procured and distributed essential emergency response equipment, uniforms, identity cards, and other rescue materials to team members, costing about 100,000 rupees.
The distribution programme was inaugurated by the Panchayath President, demonstrating strong local leadership and commitment towards disaster risk reduction. Since Padinjarathara Grama Panchayath comprises two villages—Padinjarathara and Kottathara—the Emergency Response Team was divided into two village-level groups. Each group was assigned a team leader, and the equipment and resources were distributed equally to ensure effective emergency response coverage across both villages.
This initiative stands as a successful example of how capacity-building programmes can translate knowledge into immediate action. The Panchayath's prompt utilization of disaster management funds has significantly enhanced community preparedness and strengthened local response capacity for future emergencies - providing hope and model to other panchayats in the district.
